You are right Sircorp.
PEN is a still a speccie producing no yellow cake. That is why it is still at its current SP.
Once it starts producing it will be another story.
You take the chance or you do not sit around or buy this stock.
PEN cannot be a speccie and a producer at the same time (my defintition of a speccie).
