This is how bureaucrasy's work. Everything is backward scheduled from its due date. So if there's 12 mths allocated for 1 month's work, real work actually starts at the beginning of month 12. this adds additional risk as if anything goes wrong during the one month of work and say an additional month's work is required then we see result at end of month 13.
