Would you go into the weekend short?
The last hour on a Friday is the best chance they have of getting away with covering on the cheap.
If we do not see this occur today, it only means it's going to be a monster Mon/Tues. Can they afford to leave it this late? I do not believe they can rely on leaks when they have been given a date for the decision. I don't think anyone leaked them the approval decision either. They are taking their lives in their hands if they do not get going this avvo - there is a possibility the decision will come at the weekend, probably not: but you can guarantee a flood of news articles regarding the imminent decision and in particular, yesterday's deadline - the MOSTI minister has all the submissions requested and he is from this point onward in the process of making his decision.
