Zubana, you seem to want to attack everyones post word for word, Buc can explain his personal view but I'll offer mine.
Do I think it is a positive that the federal department is not required and the application will be fully assessed by the state department? Yes I do. I work in a field that requires at times state and/or federal approvals, and removing one agency from the approvals process always speeds things up.
One of your points all the way along has been that BLR hasn't spoken to the NRC and therefore big trouble is on the way. Well as the NRC kindly point out, they have no need to have spoken to the NRC. As far as we know, BLR may have spoken to people within the CDPHE and people there may have a very good understanding of what BLR and A/T are up to. Does that mean an application has been formally submitted? No of course not, but building relationships and seeking feedback from approval agencies is a good early step without any formal application being submitted and without the need to advise the market I will add.
Feel free to nit pick all you want, I might respond, I might not, these threads are getting pretty ridiculous.
