That's exactly what it is IMO. It has bounced around from 3m to 2.5m and now another random one thrown on.
As soon as the 2.5m gets close it will be pulled and placed again to be lower in the queue. Exactly as the 3m got pulled then repleced lower in the depth with the 2.5m.
Seen this bs so many times before, this is no exception.
It is a buy signal NKLEX, of that I have no doubt at all. PEN was capped just prior to the big run up to 11c. It is happening all over again.
As for your sp indication...safely conservative my friend ;)
