I thought the same, why the need for an open letter - it reads like a plea for someone to come and finance.
The opening line of the coupled Bloomberg article doesn't instill much confidence either:
"Mine developers scrambling to fund projects to meet forecast demand for battery metals see the threat of looming supply crunches as a trigger for electric-vehicle makers to step in with investments."
I thought the same, why the need for an open letter - it reads...
