Yes of course I have had welfare tenants not pay their rent at times - because they spent their money elsewhere i.e. smokes, or had to pay the rent/hire company for their flatscreen tv! However regardless of that the purpose of welfare is to provide the basics shelter and food as such it should be ensured that those are paid first.
