Throughout history everyone sooner or later is subject to being removed or conquered or similar.
It’s only rare cases though where an Empire takes the trash of it’s society across the planet to a dumping ground.
The problem I see is that even if you breed out for most practical purposes the DNA - the culture still lives- culture is akin to set concrete - very difficult to change
One of the problems with being inside a culture is that you are often blind to what you are.
