Not to be downplayed at all.
But a public officer using public funds for private purposes is little more than theft.
I have been junior sports clubs' committee member for over ten years and I can tell you, the man on the street doesn't seem to have any difficulty working out what is inappropriate use of club funds.... politicians on the other hand really struggle with the concept.
