There seems to be many different views on the rights and wrongs of where this stock is going.
The December Quarterly report by the CEO outlines clearly what's happening ( as quoted Below).

"The narrowing of our geographic focus has seen Otto exit the investment in the Santa Rosa block in Argentina.

Continued review of existing assets to refine the geographic focus
    will occur in 2010."

It would seem that the Philippines and Turkey would be the logical places to concentrate activities, and to divest or farm out all but the very best of prospects, to maintain cash flow and investor returns.

Paul Moore disclosed investment in Otto is,
"Pauls remuneration package comprises a balance of fixed salary and performance based incentives.
Paul will receive 7.5 million options ($0.12, 30 June 2014) vesting on 1 July 2010. Paul has also agreed
to subscribe for 1.25 million shares in the Company at $0.08 per share (total investment $100,000).
The Board looks forward to Paul Moores leadership of the Company into a new phase of growth and
    development. "
Based on the qualifications and experience( which were posted on my previous post)of Paul Moore, and the potential financial benefits that he and shareholders stand to gain, it would seem that Otto is in very safe hands. Over the short time frame that he has been in the drivers seat he has managed to get the spluttering engine of Otto out of neutral and into first Gear, second gear is not far off and then the highway of success will be directly proportional to the way he drives. With a little bit of luck, and good decisions all will benefit, and the chatter of the back seat drivers will make little difference to the outcome.

At the end of the day, the direction of this company has changed significantly due to him, and all who choose to trust the driver of this change and invest for the future returns that this company seems to hold will not be disappointed.
