I reckon that's probably right. I noticed yesterday there was one seller that kept coming in with a few more to sell as the price went down.

If an institution wants to accumulate they can buy, say four million shares, all the way up to 25 cents then sell one million to start pushing the price back to 16 cents where they can wait a while and then start accumulating again.

Have seen it done before. Will be interesting to see if there are any changes in the top twenty shareholders in the next couple of weeks.
