The deal is certainly not well structured for existing holders who own more than $15,000 in shares, but i guess if it trades at 7c, you could top up as much as you want. Though they did give away a huge chunk of the company at penny prices, is there a way to get the project up and running without doing that?.

For people who own less than that significant parcel, the deal is really neutral. On the bright side they have a package that exposes you to the upside/downside in development project but you have to fork out the cash upfront.
