DXF business have a magnification ratio. In order to make guarantee, they need to have at least 1/6 of the amount of money being guaranteed, held in a bank account.
Last I check, they were guaranteeing somewhat $1 billion dollars. Which mean, they need to have cash of at least $160m in the bank. Otherwise the banks would not have let them guaranteed the loan.
