I think I read it on iii board in UK. On the Ophir board. I have been reading far too many messages with the hope that all is not lost. I will see if I can find it later.
I am not sure how the news came out. It seemed to be on Reuters from the Kenyan Oil minister. Then Tullow put out an FRNS. I still do not think I have seen an official news from the operator (Apache), or PCL.
