I'm actually more hopeful of this getting the green light from the government with the poll numbers the way they are now. If it was neck-and-neck I could see possibly further delays or some form of temporary moratorium to avoid upsetting green voters and tipping the balance. As it is I think Labor are more likely to go ahead and do the right thing as it probably won't make much difference ! There is also little being offered by the Lib/Nats to make green voters switch so the leakage of votes is likely to be marginal.
