I am unsure.
Usually governments make out the budget will be harsh beforehand so people feel relieved when it isn't.
On the other hand this government is making such a song and dance about a budget emergency if they don't deliver a harsh budget their "emergency" will be seen as fake.
So we will have to wait and see.
