according to today's (31st Dec 12) online version of 'The Australian' and buried deep inside a story on welfare changes due to kick in on 1st Jan 13, is a one line mention (almost like an 'oh and by the way' comment) that Native Title negotiations are to move to the Federal Court system.
So, if this is true, it might be one reason why there is a delay in Native Title finalisation.
