There is no way government can decide the price. Price is dominated by demand and supply for market. I have seen the article about Indonesia high beef price and government is only just try to encourage importer to reduce their selling price during festival period. If Indonesia government think beef price is too high, why not increase permit?
Moreover, export price of cattle is basic on purchase price plus other cost related plus fix margin. This should be in the export agreement. Wellard has been operated live export business for more than 20 years. They will not make such stupid mistake.
