yes it is legit in NZ they have closed down many of the rest areas and toilet stops or only open them during daylight hours , also very dangerous to tour NZ as kiwis will take your keys off you if they see you driving on the right hand side as tourists have been killing off many kiwi families on blind bends.
Better to take a tour bus rather than hiring a car there.
