The independent report quoted JS, as suggesting end of 2nd quarter for ML..but that was then and this is now.
The NEW minning code has thrown a spanner in the works and the discussions with Camalco/ Alucam will probably take awhile, big bucks involved. I don't see JS to blame for delays, more like the Cam Gov milking all they can get .JS has been suckered / king hit.
Under the OLD/original code we would be smoking cubans by now.,, all imo
I have no timelines now, not even August, but it will happen.
