At the moment the network operator is rerouting the electricity around the downed transmission lines using the smaller lines so three units at Loy Yang are back online. Last I looked the fourth unit is waiting for the temporary pylons to go up on the downed transmission line before recommencing. According to news reports the remaining blacked out areas are as a result of numerous localised distribution lines having been damaged, probably brought down by trees and branches in the windy conditions. Crews working day and night to clear vegetation and affect repairs. Some people like to live in areas where there are trees. It's a lifestyle choice.
At the end of the day this wasn't a case of insufficient generation.
