As we know pre-FEED is imminent for the three key elements of Western LNG, the upstream processing facilities, the gas and condensate export pipelines to Daru Island and the modular liquefaction facility to be located near Daru.”
But it may be Kumul's pipeline project, energy hub and a 1.5 MPTA FLNG gas aggregation project that gets up.
A few months ago Kumul said that financers were lining up to back its plans for a small-scale energy hub in the Kikori region and floating liquefaction facility offshore from the hub. That new infrastructure will link up with Kumul’s proposed Western Pipeline project. It will aggregate all the gas fields in the Western Province through a single interconnection, including all our proven fields such as Stanley etc.
Wison Offshore & Marine and KBR are busy at work on the project, and KBR is working on a feasibility study for the energy hub. Wilson has also signed a strategic cooperation agreement with LNG transport and containment system firm GTT to work together on the LNG floating storage regasification units and FLNG. These companies are the best and most reputable in the business, Wison pioneered floating LNG plants. The floating plants are much cheaper because they are built in Asian shipyards where labour costs are low and the build time is a fraction of what it would take to build a land based unit in PNG. That means that our gas would get to the market place more quickly, perhaps 6-12 months quicker.
Kumul wants to focus on ‘the marginal fields that can connect into a common carrier pipeline’. The existing PNG LNG pipeline runs from the Highlands to Port Moresby. Kumul says there would be a second pipeline out of Western Province, which would be linked at Kopi and then twinned so that it runs down to Port Moresby.
‘Then you have another one coming from Gulf Province (Elk-Antelope) back into Port Moresby as well.
‘So, there would be three major pipelines heading into Port Moresby: two starting from the middle of the Western Province and the Highlands and the other one from Gulf Province.’
Exciting times ahead for Horizon.
