This is quite a regular occurance for Westpac.
Usually Westpac is just extremely slow on some days (Cost me $3000 a few days ago on open due to the site being frozen for 5 minutes). This happens to me about one day per week.
I have also seen many days like this where the site just doesn't work at all.
