The flip side is also true.
Long term, all this means nothing, the big 4 are burrowed so deep into the super system that fines large enough to make them learn would make the populus furious at their super results. But a fine of $0.5-2.0b will be charged to make it look like they paid some cost. Long term, weak enforcement costs drops faith in government and regulator but the current crop either don't care, or ideologically prefer the public don't trust the gov.
