on a personal note, I've legally worked in the UAE, the USA and Singapore since 1990 as a "non resident immigrant" and would not have been able to 1) get paid 2) pay tax 3) pay any bills whatsoever 4) support local businesses etc etc etc without a bank account.
There are thousands of workers and students resident but not permanent residents in Australia.
Your position makes no sense.
