It may not as the SP indicates, far away from $34, Westpac has obviously not moved on judging by the pathetically low and under the weather SP.
CBA, ANZ and NAB are all doing many times better.
Westpac is almost half the SP of the $34 it should be if it had moved on.
A crisis waiting to happen judging by the SP.
