Big difference between saying there will be a CR in the near term (which I don't think there will be) and Petra releasing a rosy report to drum up future business.
I think 70cents is a reasonable target, but brokers/analysts don't put their reputations on the line by setting such a bullish price target (nearly x3 current price) unless they have other incentives to do so.
Again, just commenting on how analysts are generally reluctant to go out on a limb like this.
