From memory the potential binding agreement with the Shandong company is for plain cows milk based IF not organic milk IF but lets not let a small detail like this get in the road of a decent argument.
I can't think of any pending binding agreement for export of organic milk IF by WHA at this point so unless I am mistaken the argument is actually irrelevant.
