Seems pretty clear, to me anyway, that the attempt is for a nett buy at the moment.

1. Sell it down quickly on thin buy side.
2. Wait for enough sellers to appear with sells approaching the last sell down.
3. Buy them all up quickly.
4. Return to step 1.
Repeat until objective met.
