He definitely wants to make a deal, but China have shown their hand.
I think China really want to sell the end products(vehicles etc.) to anyone who will take them which seems smart to me. Selling the critical minerals would be small biccies for them.
The rest of the World needs a constant supply of the mineral products, so it seems they are going to have to make a decision at some stage to look after themselves.
