"It also means in anticipation of our future defence, we need
to look at more than one naval base for Submarines and power
    thereof."

    Correct but still too narrow.

We should never follow "either/or" policies for anything.
Always hedge your bets. We should be developing Nuclear
and non-nuclear submarines. They serve different roles,
as well as unmanned capabilities. And most importantly
all other defence and industrial capabilities, Ships, aircraft,
intelligence gathering, and more, all geographically dispersed
    for good defencive reasons.

Australia needs to start training to run our own race so
we are not reliant on foreign technology that could be cut
off on a whim by a change of President/Prime Minister
    of a foreign power.

We also need to ensure a local change of government
doesn't bugger up a good long term plan.

Most importantly, we need to remember that a strong,
effective, and visible military capability and the political
will to back it is the best way to ensure we DO NOT WIND UP
    IN A WAR.

The best military asset is one that never has to fire a
    shot in anger.
