All this talk about trying to track down the source of piracy...

All this talk about trying to track down the source of piracy confuses me a little. Surely Village could have hired someone independent to set up some 'random' acts of piracy around the globe as a test. It seems pretty silly to hang your hat on a trial where you don't even know if the event you are looking for occurred. I understand that many rounds of trials may have occurred prior to this one, but I doubt Linius or Village would be silly enough to make a fuss about this trial and risk getting nothing at all out of it. Unless they just blindly trust in the reliable evil of humanity and assumed 100% likelihood of someone pirating.
