Depends on the timeframe! Youcalled a year for a time frame for my consideration of accumulation volume mentioning in particular TWO swings. Over a year Id say the recent accumulation hasnt YET translated into a price rise when comparing the first level with the second. Switching to shorter time frame like last month then arguably the accumulation has indeed produced a price rise.
The significance of a broker's report to buy at 33c escapes me.
