Penny stocks are more subject to manipulation.
This has been going on since day 1 - its not anything new. Just a lot of extra money in the markets now because of retail investors etc, so everything is exaggerated. including the pump returns, and dumps.
If you want to play in the murky waters, you have to play with the big boys and not against them.
This part of the market (and stock market generally) is not for everyone.
