    so wt* is he asking for?

    He's asking for bi-partisan support before putting the bill through the parliamentary process.
    Yesterday the Opposition were given the draft bill to peruse.
    Presumably if the Opposition don't like parts of the Bill then they might negotiate behind the scenes while the parties engage in some political theatre in public.

    You may recall that the previous Government let their bill lapse when some of their members crossed the floor and amendments passed that they didn't like.
    Additionally at a time of religious war in the Middle East it's probably not the best time to have a faith based divisive argument.
