I think in the 2011 census 22% or thereabouts was done online.
Everybody was given a hard copy initially with the on-line option shown.
This time the plan is to give everybody a letter with a login code and then follow up with visits only to those that didn't do it online.
The planning for the 2016 census according to the Vic head talking on John Faine commenced in 2009. At one stage it went into hiatus due to cost issues but it was ultimately approved, I think by Labor but maybe not but in any case both would have made the same decision imho.
Labor or Lib or One Nation - the outcome would be the same.
I have no idea how IBM got the hardware order or what software they provided but no government job gets placed without going through the tender process.
So much rubbish about the site being hacked - it was not and if they could hack it why do it as data is flowing in ? - wait until it's full and in the meantime hack the ATO or Mediscare or any other you-beaut data base.
