Imo the best, and perhaps the safest, uranium explorers atm are those with large drill programs planned in 2007. Thes stocks are:

AGS, $14m, great location with no political risk, close to existing mine facilities.
UNX, $18m, locations in Tanzania, WA and NT, shallow depth high grades, plus the China connection.
UEQ, $23m, 28 uranium project in 4 states, jv with Cameco on 2 projects in the NT.

Buy and hold these until at least 2009 and you will retire in luxury. I am holding all three.
