The move from inferred to indicated resource is fine, but all it is add a little more confidence in the size of the category of the reosurce (still a long way from proven), it does not add one iota to the understanding of the commercial feasibility of the project.
That BRM has issued such a "tame" release tells us that the prefeasability is not yet complete. There may be many factors but my guess is that BRM are no nearer to finding a way to move their material to port. Never mind agreeing forward sales.
Surely commerical benneficiation result are available by now and their exclusion from mention in the release adds another degree of uncertainty.
All in all, dissapointing and definately not what most of the shareholders wanted to read about.
