That is correct. Apparently they didn't get enough, at the cheap price, during the last round. Therefore, they come out with another scare and wait on the sideline to pick up a few more.

Once they will think they have accumulated enough, and the so called "correction", fulfill their plans, you'll find out, miracolously, that things will get back to what they were.

The people who have used marging lending heavily, they are the ones they will suffer. So will the traders and the T3's, IMO.
