Have a look at local operators Atlas, Sipalay - where the beach is the tailings disposal area. Then compare with former Aussie players Lafayette at Rapu Rapu, where a negligible event got them kicked out of country. And yeah, the Philex Padcal tailings spill just gets a slap on the wrist, they are so much in each others pockets that even the enviro-conscious media down-played that one. Two sets of rules. But the Japs get away with it - the ocean off the Claver nickel show looks like tomato soup for many kilometres. And that's because they play the corruption game, except if they forget to pay the army goes on vacation to let the commies come and burn $70m worth of equipment. So then that gets media and the Pres has a look at Google Earth and says shut this crap down - but in the end the Japs pay up and the game continues.
As an aside, the sentiment towards foreigners on MPSAs is very low in the top office at the moment. IMO, RED need to be flying well under the radar to fulfil any chance to get out of this mess.
