As Sir Humphrey Appleby said to the PM in "Yes Prime Minister", ASIC is just a symbol, you don't fund them for doing work you fund them to show what you stand for. Most government spending is symbolic.
It sounds like Australia is turning into an Italy, Greece or Spain where everyone simply shrugs their shoulders when confronted with difficult news (or when they are expected to care or do something about it). It's apathy. I am living in Italy and when you speak of unemployment at 12%, incompetence and corruption in government, national debt everyone shrugs their shoulders and says "whata u gunna do". :)
