DJ1, With all due respect that's a silly comment. How many small cap companies do you know that have a P/E as low as 12.63? And pay a dividend to boot. Generally small caps would tend to have larger PEs because of their potential for rapid growth. And in fact most small caps here in Australia aren't even profitable period.
I would guess you are an insider trying to keep the price down while you purchase....
