It's 'wet' because of its composition. Different clays are made up of different compositions of different minerals. These differing minerals have differing amounts of water naturally trapped in their structures. Some so some clays are classified as wet, others dry.
Think about digging a hole. Sometimes you hit clay that sticks to the spade, even if there's been a drought. Other times you hit clay that's dry, even if there's been recent rains.
