could it be that,they have stalled drilling and information until they have a jv so as not to be taken over by there neighbours or any big preditory fish watching. maybe they made wells 1and 2 test wells so they did not have to divolge the figures .why would they put a pump on wells that are no good .purchasing the land for 4mil ,was that bad management?
