Something I don't quite understand is the 'ritual' around DOC. Coming from a general business perspective I understand that any premature statement that later proves to be unwarranted is fatal to credibility. That's all ok and understood.
But... Some comments on here have suggested that a DOC carries with it obligations to immediately commence development with all funding implications, etc. Now ordinarily, only contracts create obligations, or am I missing something. So my question is: Is not the DOC one thing (the project is economically viable!) and the development plan (this is exactly when and how the JV will proceed!) another thing?
