China maybe can do;
1)Set quantity cap of importing iron ore for example 150 million tonnes per year from one producer including subsidiary companies to prevent the big producers become super power.
2)Unofficially ask for steel mills to buy iron ore from overseas and domestic producers equally every year to protect domestic producers.
