Looking at the pictures of coal and rice getting given to some locals is a bit off putting. In my experience, when trying to do exploration or mining in remote parts of the world it is far better to give out nothing unless you can and do give it to absolutely everyone. Even then some groups may be insulted if they only recieve the same as others as the 'pecking' orders can go back many many generations and are impossible for outsiders to understand.
