Hitler came to power in a Democracy as the NAZIs gained seats in the Reichstag, but he was never elected President in a Democratic election. Hitler was appointed Chancellor in 1933, then became President and Chancellor by decree in 1934 after the NAZIs gained power through democratic and non-democratic means over the course of the 1920s and early 1930s.
