If this all comes together, then the oil refinery is just a facility, and unlikely to be the prime profit generator.
I can understand Angola wanting petrol and diesel available locally instead of just having their oil shipped off to asia.
I am always in favour of local benefication in any country.
But until we get specifics, it's all just pygmalion pie.
