what could be the story

I just cannot work this out:

The whole morning CER was mostly sold at 0.300. Whenever the buy order at 0.30 nearly get exhausted, an over 200,000 shares buy order came in. Then a little later a large sell order at similar size will be sold down to the 0.30 line.

In other words, someone tries to accumulate and someone tries to short it. In which scenario would this happen?
